  • 5 whole roasted red bell peppers (OR one jar, approximately 15 ounces - drained)*
  • 1 15-ounce can tomato sauce
  • 3 cups water
  • 3 cups milk (I used fat free half & half)
  • 3 teaspoons onion powder
  • 3 teaspoons minced garlic
  • 1 teaspoon salt (or to taste)
  • ¼ teaspoon ground black pepper (or to taste)
